I'd recommend celestial emblem and then just getting magic cuffs. You get the increased mana pickup range from the emblem, and if you got the celestial cuffs it would get rid of the +20. I'm looking at reddit and some people are saying that one cancels out the other and that celestial emblem + ordinary magic cuffs are better.

I would recommend the emblem because it allows you to do more damage with magic and you don’t really need the cuffs because you can just use melee when out of mana. The celestial emblem is an accessory that combines the uses of celestial magnet and avenger emblem, granting 15% increased magic damage and increasing mana star pickup range.
